Comprehensive area development project "On the Hills of Tsarskoe Selo"

Description and project outlook

The area of the project under consideration is located in the Pushkin District of St. Petersburg, only 2 kilometers from the world famous Tsar's residence, Tsarskoe Selo, at a height of 55 meters relative to the city center.

The project consists of comprehensive area development totaling 317 hectares of privately owned land on which will include: - residential housing with an area of 1, 167, 000 sq.meters - social and cultural facilities with an area of 24,940 sq. meter - commercial and municipal-domestic purpose facilities 147,342 sq. meters

The first part of the area is a plot of 203.4 hectares section designated for low-rise multiple unit housing.Business centers, shopping centers, and supermarkets will be built on 31 hectares of this plot section (St. Petersburg Government Resolution No. 711 dated 07.06.2006).

The second part of the area is 112.7 hectar designated for residential housing. A part of the land plot, adjacent to an area of a planned Gazprom exhibition facility is allocated for construction of a Business Center. The Business Center will include 3*- 4* hotels, a movie theater seating 400-600 people, a conference hall for 100 people, a Spa Center, a restaurant gallery, and a shopping area (St. Petersburg Government Resolution No. 650 dated 05.06.2007). In February of 2009, a St. Petersburg law "On land use and construction rights" was adopted, which eliminated contradictions of various agencies with respect to the height of buildings under construction; it established a building height of 18 m on the 203.4 hectare plot and 48 m with a dominant focus of 60 m on the 112.7 hectare plot.

The above adopted law allowed for the correction of development plans. This correction will allow a more effective use of space of the project and will increase the construction scope up to 5,000,000 sq. meters.

The project is being developed for middle class consumers. Apartments will have fully finished interiors. Structurally, the buildings will consist of a monolithic frame and a building envelope of aerated concrete with a suspended ventilated facade. The design concept provides for:
-amenities in areas around the buildings, which will provide for comfortable living of future district residents.
- construction of underground parking and above ground guest parking lots.
The Project area has very good access to transportation. The St. Petersburg Highway and the railway are located along its borders; it has convenient access to the Kiev and Pulkovski Highways and is located 5 kilometers from Pulkovo airport. It is possible to get to Moscow Prospekt, which leads to the city's historic center, in 15 minutes. There is convenient railway service from the 21 km stations - Pushkin and Alexandrovsk. The St. Petersburg Highway will be re-constructed by the 300-year anniversary of Tsarskoe Selo (2010) and will be widened up to 6 lanes. Work is being done to construct a tunnel and viaduct at the intersection of the Pulkovski and St. Petersburg Highways and a construction of a viaduct is being planned to cross Warsaw route railway lines of the October railway. In November of 2008, a new road was put into service in the section of St. Petersburg Highway; the new road is from Pushkin with access to the Moscow highway and Vitebsk Prospekt.

Engineering

Water consumption

Potable water supply comes from the communal water supply system with a total volume of 17,806.7 m3/per day in compliance with technical requirements. State Unitary Enterprise (GUP) Vodokanal St.P., No.52-20-9752/07-2-1 dated 14.01.2008.

Water drainage

According to technical requirements of GUP Vodokanal St. Petersburg No. 52-20-9752/07-2-1 dated 14.01.2008 sewage run-off with a total volume of 14.858.7 m3/ per day is planned for the planned collector at Metallstroi Sewage Treatment Plant.

Heating

There is provision for the following forms of local sources of gas-fueled heat in the development area: House to house for heating of the residential development; Free-standing group module boilers for heating of children's pre-school facilities and schools; Boilers for heating of public and utility buildings; Total heating supply comes to 156.35 Gcal/hour.

Gas supply

Gas supply of the designed development is provided from GRS Shosseinaya. In order to supply gas to the designed development it is necessary to renovate the existing gas line of GRS Shosseinaya, re-laying it in a larger diameter. Alternatively, construct a new high pressure gas line to the future GRS Shosseinaya-2 of 2011 (St. Petersburg Government Resolution No. 560 dated May 16, 2006, letter of the Energy and Engineering Committee No. 15-8489/08-0-2 dated 11.07.2008). A high pressure gas control unit is to be constructed in the development area. Total volume of gas to be provided for consumption is to be in the amount of 23,453 cub. m/hour.

Electricity supply

Electricity supply to the planned development is possible from the newly designed transformer substation Pushkin Severny with a voltage of 110/10 kv with a construction deadline of 2010 (St. Petersburg Government Resolution No. 734 dated 16 May 2006, Energy and Engineering Committee letter No. 15-9930/07-1-1 dated 05.09.2007) in block 7.
For connection of the designed transformer substation with 110 kv voltage to the existing energy system, a plan of external electricity supply of the northern section of Pushkin has been developed. There is provision for construction of four 10 kv distributing transformer substations and thirty seven 10/0.4 kv transformer substations.

Implementation stages

Development of the area will take place stage by stage. In 2009, construction will begin of the first residential development, with a total area of 16,000 sq.m, a business center with an area of 10,000 sq. m, a shopping mall with an area of 20,000 sq. m as well as a children's center with a pool, designed for 140 children.

Project implementation stage

At this time, project materials for the business center building have been provided to a state expert and have received a positive review; for the first residential building, materials have been prepared for submission for evaluation.

·         *Participation in financing the Project (including investments in utilities development). 

·         *To purchase the land plots for construction of residential and commercial objects within the framework of the project. The area of these land plots starts from 1,1 to 6,5 Hectare and allows about 8,800 sq.m. of constructions;
